The city's own water bill jumped from $5m in 2008 - 2009 to $12m in 2010. This occurred after many citizens complained of spikes in their water bills, and the city said that the rates had just increased but the costs were accurate; assured by their new radio transponder water gauges that are supposed to be an improvement on the previous version. Funds to cover the errors will come from the city's recently flush reserve fund, which leaves Councilman Howard shook angry: "The reserve fun is supposed to cover emergencies, not mistakes." |
